*VILLAGE CENTER APARTMENTS SUMMARY: Located on Hutchins Street in Morrisville, Village Center Apartments repurposes an unused, infill lot into 24 income eligible, affordable rental apartments for lower and moderate income earning households. The all-electric building is a mix of studios, one, and two bedroom rental apartments with monthly rates affordably proportionate to resident income ranging from $650 - $1,000 including heat and utilities. 


*3 WEEK COMMUNITY PROJECTION: Between November 4 and November 24 electricians, HVAC contractors, plumbers, and insulators will work on interior reconstruction of floors 1, 2, 3 and 4; includes completion of plumbing, installation of metal ductwork, tubs / showers, and thermal and acoustical insulation. Drywall contractors will work on floors 3 and 4 to hang and tape gypsum wall board. Electrical crews will work to restore permanent power throughout building including replacement of unit breaker panels and energizing of outlets. Sprinkler contractors on site to complete installation and activation of sprinkler system. As weather allows, painters will be on building exterior painting cement board siding where installed. Minor equipment utilized outside building including a generator, forklift, and man lift. 15-20 workers on site. During this time, impacts to Morrisville outside the construction site should be minimal and businesses adjacent to the construction site are open for business.

Electricians, HVAC contractors, plumbers, and insulators will be working on reconstruction inside the building of floors 1, 2, 3 and 4. Drywall contractors will be working on floors 3 and 4. Electrical crews will be working to restore permanent power to the building. Siding crews will continue to work to complete the installation of the metal panel and cement board siding. The exterior building mounted dragon sculpture will be installed. Minor equipment will be utilized outside the building including a generator, forklift, and man lift. 15-20 workers on site on a given day. During this time, impacts to Morrisville outside the construction site should be minimal. Businesses directly adjacent to the Hutchins Street construction site are open for business.

MORRISVILLE, VT October 19, 2022 — NorthCountry Federal Credit Union (NCFCU) awarded Lamoille Housing Partnership (LHP) $15,000 in funding to increase Village Center Apartments’ photovoltaic generation capacity, an energy efficiency enhancement to improve future resident quality of life and further offset the affordable housing development’s carbon footprint.


“Enhancing Village Center Apartments’ solar energy generating capacity is a win for people and the environment,” says Jim Lovinsky, Executive Director of the nonprofit affordable housing organization that develops income eligible rental homes for lower and moderate income earning households throughout Hardwick and Lamoille County.


“LHP prioritizes resident affordability and high quality community infrastructure, and we make good on this in part by maximizing energy efficiency in our community development projects” explains Lovinsky. The all electric, energy efficient, solar paneled Village Center Apartments features 24 affordable apartments that LHP will rent to lower and moderate income households at rates proportionately affordable to the renter’s income. A mix of studios, one, two and three bedroom apartments will cost between $650 and $1,000 per month depending on household income, and includes heat and utilities. 


Excluded from Village Center Apartments monthly rent is electricity, and the project’s development team saw an opportunity to reduce this housing cost for the residents: if the property’s photovoltaic capacity were increased, the 24 future households would benefit from $376 to $416 in electricity cost savings annually and the building’s reliance on nonrenewable energy would be cut by another 25%. “The impact of the savings makes a real difference. It could mean that a household has money available for an emergency, for building financial stability, or for buying their child the birthday present they asked for,” says Lovinsky.


But, there was a problem. Like many development projects under construction during the pandemic, Village Center Apartments was not immune from exponentially rising building material prices and supply chain disruptions which quickly added costs to the development’s bottom line. The July 3rd fire didn’t help matters. Suddenly the funding the development team had been relying on for the photovoltaic enhancement evaporated, putting into question the potential resident and environmental benefits. The nonprofit organization does not generate significant income from rental revenue, its primary funding comes from state and federal grant programs as well as philanthropic support from businesses, foundations and individuals. “We started reaching out to funders for their help to overcome this unanticipated $97,000 funding barrier,” says Lovinsky. “LHP is thrilled to have NCFCU with us in this aspect of our work.”


“While individuals and organizations continue to move forward, we recognize that the events that occurred in the last two to three years have had a lasting effect,” says Floyd Nease, a board member of NorthCountry Federal Credit Union. “Our goal with every donation is to make a positive impact that allows members in our communities to live safe and enriched lives. Affordable housing continues to be a necessity in Vermont, and we are grateful to be able to expand our giving efforts with LHP to increase access in Lamoille County.”


LHP still faces an $81,000 funding gap with Village Center Apartments’ photovoltaic capacity enhancement. Remediation contractors will demobilize from the site. Electricians, HVAC contractors, plumbers, and insulators will be working on reconstruction inside the building of floors 3 and 4. Crews will be working on the exterior of the building to replace the damaged siding, insulation, and air barrier on the West elevation. A separate crew will be working to install cement board siding on the South elevation. Minor equipment will be utilized outside the building including a generator, forklift, and man lift. 10-15 workers on site on a given day. JOINT PUBLIC STATEMENT: VILLAGE CENTER APARTMENTS AFFORDABLE HOUSING CONSTRUCTION SITE FIRE

MORRISVILLE VT. At 8:00 AM on Sunday July 3, a passerby in downtown Morrisville noticed a fire at the Village Center Apartments affordable housing development and contacted emergency responders. Area fire departments responded quickly. Firefighters successfully contained and put out the fire, and remained on site for several hours to ensure that the fire did not reignite.

Village Center Apartments is currently under construction and does not have residents residing in it presently. Work crews were not at the job site the day of the fire. No injuries to people or property damages in the vicinity related to the fire are known at this time.

Local and state police and fire professionals have begun an investigation into the cause of the fire, and a building assessment is underway by insurance professionals. At this time, these efforts are currently inconclusive. 

The most extreme damage was isolated to a small room and adjacent hallway on the ground floor of the apartment complex. Smoke and water damage occurred throughout the building, necessitating significant mitigation and clean-up efforts. Although the building’s exterior work can continue, interior work will not resume until smoke and water damage mitigation and clean-up is complete. Contractors will resume interior work after this. At that time, we will give an update on the new completion date and apartment lease up schedule.

Co-owners and co-developers, Lamoille Housing Partnership and Evernorth, are endlessly grateful to the person who first detected and called in the fire, and to the first responders’ professionalism and courage in containing and putting out the fire. We owe them a debt of gratitude.

A message to our community

We are at a loss of words. This morning, we learned that a fire happened in our currently under construction affordable housing development, Village Center Apartments. This project is very much under construction and has no residents living in it now. An investigation and building assessment is forthcoming, which will reveal any additional damage beyond smoke and water. Until then, we don’t have much more information that can be shared. As far as we know, nobody in the immediate vicinity was harmed, and none of the neighboring buildings were impacted. What we do know for sure is that none of the project workers were on site and were safely out of harm’s way. This is an overwhelming relief. 

Team LHP is endlessly grateful to the person who discovered the fire happening and immediately called the fire department, to the more than 50 firefighters from fire departments in Morristown, Hyde Park and Stowe who bravely got into action and successfully put the fire out, and to our thoughtful friends and community partners for reaching out and offering kind words of support. We’re so moved by this, and saying thank you just doesn’t feel like enough. 

Lastly, folks have been asking us how they can help. We’re still figuring this out and aren’t sure yet.
