New Mural Brightens Downtown Morrisville

Attendees celebrate the mural’s unveiling and community dedication.

Morrisville, VT, October 18, 2023 - On Friday October 6, a new mural adorning an affordable housing development in the heart of downtown Morrisville was unveiled and dedicated to the community. 

Gathered on Hutchins Street at Village Center Apartments, community members and representatives from River Arts and Lamoille Housing Partnership (LHP) celebrated “River Life,” a colorful 12-panel mural depicting Lamoille County’s natural landscape and wildlife which now adorns the recently completed building. The mural unveiling and community dedication ceremony was the culmination of collaborative efforts to contribute to downtown Morrisville’s beautification and vibrancy by the arts and affordable housing nonprofit organizations.

“We’re thrilled to be part of Morrisville’s public arts scene and to have done so with a phenomenal community partner, River Arts,” said LHP’s Advancement & Communications Director Kerrie Lohr. 

“River Life” was conceptualized and designed by Jo Marsan, a mural artist and Johnson resident. Marsan was selected for the job through a public request for proposal process and ultimately chosen by a selection committee composed of Village Center’s residents, representatives from River Arts and LHP, and additional community members interested in local arts initiatives. In September, intergenerational and all-abilities volunteers lent a hand painting the mural panels in a community workshop led by Marsan and hosted at River Arts.

“I hope the mural design and community members’ participation in its creation will contribute to residents feeling at home while connected to the larger community and natural surroundings Vermont and Lamoille County are known for,” said Marsan. 

Why incorporate public art with affordable housing? Lohr explains, “LHP’s mission in action is to contribute vital housing resources to our communities, and vibrant spaces, too. Public art creates a sense of place, that sense of home and connection to community. This mural along with Village Center’s steel dragon sculpture is that aspect of our mission.”

"We love working with Lamoille Housing Partnership. They aren't just creating housing, they are creating community and are actual neighbors to River Arts and the Village Center,” said River Arts Executive Director Stephanie Drews-Sheldon. “Jo's mural is a reflection of that connectivity for everyone to enjoy.” 

Key to the mural’s creation were a broad network of volunteers, businesses and funding partners, including Marsan and the artists who submitted proposals, selection committee members, workshop participants, Marsan’s wife Loran, Neagly and Chase Construction Company, and Vermont Integrated Architecture. Funding came from LHP’s development partner Evernorth, and the Vermont Housing & Conservation Board. 

“River Life” is Marsan’s first publicly displayed work in Lamoille County. The mural can be viewed from the Hutchins Street sidewalk. LHP asks that visitors to the mural consider and respect Village Center residents’ privacy and space.

Housing And Arts Nonprofits Team Up For Beautification, Community Vibrancy

Morrisville, VT, September 25, 2023 – A public facing mural will soon adorn the exterior facade of Village Center Apartments in the heart of downtown Morrisville, spearheaded by nonprofit collaborators River Arts and Lamoille Housing Partnership (LHP.)  

“With each of LHP’s affordable housing developments, we strive to contribute vital housing resources as well as vibrant spaces to our communities. This mural along with Village Center Apartments’ steel dragon sculpture are examples of that practice in action,” says LHP’s Advancement & Communications Director Kerrie Lohr. 

Teaming up

When LHP’s development team began discussing a public facing mural at Village Center Apartments, they immediately reached out to River Arts. “River Arts is such a fantastic organization and so fabulous at what they do, we’re thrilled to team up and create something beautiful for our residents and the broader community,” said Lohr.

Representatives from LHP and River Arts put their heads together and established framework essential to the mural’s creation, drawing on each organization’s expertise and community-centric mission. Following the duo’s call to artists this June, a selection committee reviewed a diverse pool of artist’s proposals, ultimately selecting mural artist Jo Marsan for the project. Marsan’s proposal was a standout to the committee as much for their colorful, vibrant depiction of flora and fauna native to Morrisville, as well as their understanding of and connection to values shared between LHP and River Arts.  

“I hope the mural design itself, in addition to community members’ participation in its creation, will contribute to residents feeling at home while connected to the larger community and natural surroundings Vermont and Lamoille County are known for,” Marsan expressed in their proposal. “Although new to the area, Jo has worked with many communities to bring art into their spaces. Jo is also an accomplished printmaker and brings so many enriching artistic skills," says Stephanie Drews-Sheldon, Executive Director of River Arts. "Their skillset and community focus is a perfect match for our programming, and Jo has been such a great addition to our teaching artist community." The mural will be Marsan’s first publicly displayed work in Lamoille County.

Bringing the community together

In early September, River Arts and LHP put out a call to community members to lend a hand in painting the mural through a free workshop led by Marsan and their partner, Loran. 11 intergenerational participants as young as five years old painted each of the mural’s 12 panels, in a “paint by numbers” approach guided by Marsan. “Jo’s well organized and ease of application made the mural painting friendly to all ages and abilities,” reflected Drews-Sheldon. “Participating in the collaborative mural project was a great experience,” said Jen Hagen, a workshop participant. “As a new resident of Morrisville, it was so enjoyable to meet and work together with members of the community. And Jo's design was so bright and beautiful! This was a wonderful creative activity, grateful to be a part of it.”

Mural Unveil & Community Dedication

River Arts and LHP invite the public to attend the upcoming mural unveil and community dedication, happening at Village Center Apartments’ location on Hutchins Street on Friday October 6 beginning at 3:30pm. Attendees can expect speakers’ remarks, unveiling of the mural, and an apple cider toast. Open to the public, free to attend.

VILLAGE CENTER APARTMENTS SUMMARY: Located on Hutchins Street in Morrisville, Village Center Apartments repurposes an unused, infill lot into 24 income eligible, affordable rental apartments for lower and moderate income households. The all-electric building is a mix of studios, one, and two bedroom rental apartments with monthly rates affordably proportionate to resident income ranging from $650 - $1,000 including heat and utilities. 


COMMUNITY UPDATE & IMPACT PROJECTION: Since early July, Village Center Apartments’ owners Lamoille Housing Partnership (LHP) and Evernorth took the task of paving and line striping Hutchins Street and worked with the Town to reopen the now one-way road. In that same timeline, a third of the building’s 24 income eligible apartments have been leased up and moved into by the newest households. Looking ahead to the near future: Our contractor will install a continuous concrete sidewalk from the top of Hutchins Street to the lower edge of Village Center’s property line; LHP and the Town of Morristown will reconvene to cooperatively update the original joint agreement providing winter overnight parking spaces for up to 16 Village Center cars - this also includes placing LHP’s share of $35,000 into an escrow account to be released to the Town upon satisfactory completion of the municipal parking redesign project; Lastly, LHP will continue processing rental applications, lease ups, and move-ins until the building is full (expected by end October.)

Morrisville celebrates the opening of 24 new affordable apartments

The Morrisville community on Tuesday celebrated the official grand opening of Village Center Apartments with a ribbon cutting, apartment tours, ice-cream and face painting. Lamoille Housing Partnership (LHP) and Evernorth partnered to repurpose an infill lot and develop this highly energy efficient, multifamily apartment building in downtown Morrisville, close to amenities, recreational opportunities, and community services. 

Village Center Apartments includes 24 new affordable homes for low- and moderate-income residents, including 6 apartments that are reserved for households facing homelessness, right in the heart of downtown Morrisville. 

“Village Center Apartments will reinvigorate Morrisville’s downtown, supporting the community’s continued success and vibrancy into the future, remarked Jim Lovinsky, LHP’s Executive Director. “We believe that success starts at home, and Village Center Apartments creates opportunities for all community members to thrive.” 

Co-owners LHP and Evernorth worked in partnership with Vermont Integrated Architecture and Neagley & Chase to design the building using an integrative process with a focus on resident well-being, environmental benefits, and cost-containment. The innovative design will use no fossil fuels, ensuring long term affordability and sustainability. 

“Any day that we break ground on new homes is a day of celebration,” said Nancy Owens, Evernorth’s President. “We are especially excited to celebrate with our partners today on the creation of 24 much needed homes for people in our community that will remain a community asset in Morrisville forever.” 

The new apartment building, located on Hutchins Street, is comprised of seven (7) studio apartments, thirteen (13) one-bedroom apartments and four (4) two-bedroom apartments. Amenities include covered bike storage, onsite laundry, community space and outdoor seating. Residents will have access to the community gardens and a range of recreational activities located at the Oxbow and Lamoille Valley Rail Trail, both less than 0.2 miles away.  

A total of $7.9 million in funding was raised from numerous sources to cover the total development costs of the project. A significant piece of the funding, over $5.1 million, came from the Low Income Housing Tax Credit allocated by the Vermont Housing Finance Agency, with Housing New England, Fund II as the investor. The Vermont Housing and Conservation Board provided over $1.9 million, including funding from the state Housing for All Revenue Bond and the federal HOME Program. The Vermont Community Development Fund provided $550,000 through the Town of Morrisville. Permanent debt was provided by Union Bank. Other sources of funds were provided by the Northwest Regional Planning Commission and Efficiency Vermont. Village Center Apartments received a commitment of Section 8 Project-Based Rental assistance made possible by the Vermont State Housing Authority and the U.S. Department of Housing and Urban Development. In collaboration with the Town of Morrisville, parking will be provided in the municipal parking lot across the street, made possible by a donation from Community National Bank.

In July of 2022, a devastating fire and significant smoke and water damage set back the completion of Village Center Apartments by nine months.

Property landscaping work. Final cleanings. Tenant occupancy slated for the first week of July. 4-5 workers on site daily. Hutchins Street is scheduled to remain closed until after June 27. Impacts to Morrisville outside the construction site should be minimal and businesses adjacent to the construction site are open for business.

Installation of the elevator will be completed. Exterior site work will be finalized. Hallway finishes, flooring, and ceilings finalized. Hutchins Street will be repaved. Hutchins Street will remain closed to the public until the completion of the project. Final punch list review is underway on all floors throughout the building. Equipment startups and owner training will occur. Final inspections will be completed. 5-10 workers on site daily. Impacts to Morrisville outside the construction site should be minimal and businesses adjacent to the construction site are open for business.

Common area flooring, casework and painting will be finalized. Installation of the elevator will begin. Exterior site work will be finalized. Hutchins Street will be repaved. Hutchins Street will remain closed to the public until the completion of the project. Final punch list review is underway on all floors throughout the building. 15-20 workers on site daily.
